occupy
both Kowloon and Sham Cheen in the
manner you propose, effecting object
if possible by overwhelming display of
force
and
avoiding bloodshed. But
Sham Chun must not be occupied
unless General is satisfied that he is
in a
position to hold it for the present
with force already at his disposal.
